Kenyans in Diaspora support Raila’s call for full implementation of devolution
Kenyans living in diaspora fully
supports former Prime Minister Raila Odinga’s call for a full implementation of
working and sufficient devolved system of government in Kenya.
Led by Raila Long time Confident Dr.
Okoth Otura, they say it is absurd that ODM party leadership organ led by
Chairlady Governor Gladys Wanga, Secretary Edwin Sifuna, MP minority leader Hon
Junet Mohamed and or ODM Governors have allegedly failed to take initiative or
having no political appetite to draft a road map towards summoning all the ODM
party grassroots elected officials to pass a country wide resolution in full
support to the Party Leader directives.
They say sizable chunk of Kenyans are
now suspecting dishonesty/disobedience within ODM MPs and or current leadership
at large to their Party leader Raila Odinga.
They say Kenyans will be left with no
options but to step up and find a suitable democratic means to weed out all ODM
moles before 2027 who are frustrating Baba’s efforts to implement working and
dynamic devolves governance in 47 Counties.
They say Odinga has repeatedly pointed
out that National Government Constituencies Development Fund (NG-CDF) should be
delegated to counties.
“The
MPs have no business doing roads, their role is clearly stated in the
constitution as Representation, legislation and oversight,” therefore, it
doesn’t make political sense for MPs, to provide oversight when they are the
ones implementing,” they say.
They says according to Raila, “the Kenya
Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KeRRA) should
be devolved to the counties for efficiency of service delivery.
“In a devolved system of government,
there is no need for KURA and KeRRA, they should be under the counties and
these funds should go to the counties.” They add.
