Elisha Jack Oraro who served as the Speaker of the Second County Assembly of Kisumu retains the seat after garnering a simple majority vote in an exercise that has made the Members of the County Assembly of Kisumu vote almost half-half. In a hotly contested poll presided over by the Clerk to the County Assembly of Kisumu Lawyer Owen Ojuok, four contestants were cleared to run for the seat and one withdrew in favor of Jack Oraro who was serving as the speaker before his term expired and sought fresh mandate. The Kenyan Chief Justice Martha Koome while reading the ruling said the Court decision has been unanimous by all the seven Supreme Court Judges.
