Former President of the East African Law Society James Aggrey Mwamu says this is a very unlawful order that must be condemned in the strongest terms possible. Addressing the press at his Kisumu office today, Mwamu said civil disobedience must be quelled in a peaceful manner and not with shooting of the protestors. Cabinet Secretary in Charge of Energy and Petroleum Opiyo Wandayi said this is one of the projects that the Kenya Pipeline Corporation Foundation has launched in Kisumu and Siaya worth over shs 20 Million. CS Wandayi says other projects include a block with twin laboratories and a classroom at Dr. Iddah Odinga Girls Secondary School and a new school bus for Rangala Boys Secondary School. Former President of East African Law Society James Aggrey Mwamu says since both CDF Act 2013 and NGCDF Act 2015 have been declared unconstitutional by the High Court and the Supreme Court, the National Government can take the funds and transfer it directly to counties to manage it. Mwamu says since the funds have been declared illegal under the Members of Parliament, the National Government can take the funds and re-directs it to Counties.
