President told to
appoint Competent Cabinet
President Dr. William Ruto has been told to appoint a
Cabinet that is competent, transparent and one that will reflect the face of
Kenya.

James Aggrey Mwamu the Cabinet that was recently dismissed lacked competency,
adding that Kenyans want to see people who can deliver be appointed in the next
cabinet.
Addressing the press at his office in Kisumu today, Mwamu
said the President should constitute a cabinet that will also represent
different regions of Kenya.
He says the Cabinet dismissed recently majorly comprised of
people from two regions.
Mwamu says the President must also consider appointing the
youth, persons with disability in the next cabinet.
The Former President of the East African Law Society says
the President should also consider placing technocrats as the Cabinet
Secretaries in different ministries within the Government.
“In the former President Uhuru’s Cabinet, we had Prof George
Magoha who was very competent and managed the Ministry of Education well. I don’t
think his appointment was made because he was very loyal to the then President
but was picked from the University due his fair competency. We want to see such
like appointment when President Ruto reconstitute his cabinet,” Mwamu says.
Mwamu at the same time says the President still has an
option of re-appointing some of the people whom he dismissed as Cabinet
Secretaries recently.
He says this is so because they have not been found to have
breached the constitutional provisions, adding that what the President said
during the time he dismissed the Cabinet was because of the pressure from
members of the public.
“Under the constitution, the President has powers to appoint
and dismiss a member of the Cabinet with or without any reason. So it does not
necessarily mean that when you are dismissed, you can’t be re-appointed to the
Cabinet or work in any position as a public officer unless there is an
institution like EACC that finds you to have committed an act against the
constitution then you can’t be re-appointed or you are taken to court and
convicted for a crime and found to be guilty then you file an appeal in the
High Court, Court of Appeal and Supreme Court where they can say you are not fit
to hold a public office,” Mwamu adds.
