Ksm County Assembly approves shs 12.3B Budget

Ksm County Assembly approves shs 12.3B Budget

 

The County Assembly of Kisumu has approved the County’s Budget Estimates for the Financial Year 2023/2024 of about 12.3 Billion.

 

The Assembly during a special sitting today adopted the Budget and Appropriations Committee’s report on the proposed budget estimates, tabled and moved by the Committee Chairperson and Kondele Ward Representative Joachim Oketch Omieno.

 

In the approved budget estimates, the resource envelop available for allocation among the county sectors comprises of; an opening balance of Kshs. 1,333,143,115, equitable share of the national revenue amounting to Ksh 8,352,556,635; Conditional Grants amounting to Ksh 866,176,577 and Own Source Revenue projected at Ksh. 1,785,834,036. 

 

In the 12,338,710,363 budget, 30 per cent has been allocated for development expenditure, 22 per cent towards operations and maintenance and 48 per cent will go towards human resource cost while Ksh1 billion has been allocated towards pending bills.

 

The budget focuses on revitalization of agriculture for food security and agribusiness; ensuring a healthy population living in a clean environment; environmental conservation as well as opening the Kisumu lakefront for business opportunities among other development programs. 

 

It also concentrates on promoting development of local private sector and spur economic growth by prioritizing clearing the burden of the pending bills.

 

The pending Bills have been capped at shs 1 billion from shs 1.3Billion

 

In agriculture, the County Government has prioritized crop, livestock and fisheries productivity and outputs and promotion of agribusiness; promotion of value addition and post- harvest handling infrastructure development.

 

 In health, operationalization of the Jaramogi Oginga Odinga Teaching and Referral Hospital Cancer Center to avail the much needed oncology services to the people of Kisumu County and expansion of Kisumu County Social Health Insurance Schemes for indigents and the vulnerable populations. 

 

Moreover, the implementation of the County Roads Maintenance Teams is provided for in this budget as the government shifts focus to labor- intensive maintenance of roads away from the contractor- based maintenance activities. In the department of Water, Environment and Natural Resources plans to construct waste re-cycling plant at Kasese and rehabilitation and extension of water to various areas.

 

During the Debate before the adoption of the Budget Estimates, Members of the County Assembly said the Budget estimates should be implemented the way it is for the financial year 2023/2024, adding that the projects earmarked should be implemented until completion.

 

 

Kisumu County Assembly Speaker Elisha Oraro urged the County leadership to ensure implementation of all programs as outlined in the County Budget for the benefit of the people of Kisumu.

 

He has also urged Members of the County Assembly through House Sectorial Committees to step up their oversight role to ensure proper accountability and enhanced service delivery during the implementation of the Budget estimates for the Financial Year beginning July 1,2023.

At the same time, the County Assembly of Kisumu has also adopted the Kisumu County Appropriation Bill, 2023.

 

This is a bill for an act of the County Assembly of Kisumu to authorize the issue of certain sums of money out of the County Revenue Fund and their application towards the service of the year ending June 30, 2024 and to appropriate those sums for certain public services and purposes.
