Siaya County Assembly approves over shs. 8 Billion Supplementary Budget.

 THE County Assembly of Siaya has approved a supplementary Budget of over shs 8 Billion for the financial year 2018/2019.

This has been under the leadership of Speaker George Okode as the members of the County Assembly approved the Siaya County Supplementary Budget, 2018/2019.  

According to the approved estimates, the total County Budget for the financial year ending 30th June, 2019 will be sh. 8,443,589,612.

The 2018/2019 Supplementary Program Based Budget (March, 2019) is the second supplementary in a series of annual budgets to be prepared by the County Government to implement the CIDP 2018/2022. 

In a report laid on the Floor of the House by Budget and Appropriations Committee Chairperson, Sylvester Madialo, the House noted that the main objective of the supplementary budget was to incorporate the additional conditional grants of Ksh. 140,511,593 to the currently approved budget. 

The grants which have been incorporated in the county budget through the supplementary budget are as follows Swedish supported Agricultural Sector Development Support Programme (ASDSP)   Ksh.19, 311, 593.

Others include Water tower power protection and change mitigation and adaptation programme –Ksh. 80,000,000 and Kenya Urban Support Project - Ksh.41, 200,000

According to the County Treasury, the supplementary budget drew its content from the ward public fora held across the County, County Budget Review and Outlook Paper 2017, 2018/19 Annual Development Plan and Fiscal Strategy Paper 2018 prepared by the County Executive and adopted by the County Assembly.

In a bid to ensure conformity to the provision of Article 56 of the Constitution of Kenya, 2010 which provides for an affirmative action on special interest groups, the House has recommended the reinstatement of monies meant for women and youth empowerment, as well as persons with disabilities, as was approved by the County Assembly on 18th December, 2018.
