County Assembly of Kisumu summons CEC education to shade light on bursary

The County Assembly of Kisumu has summoned the County Executive Committee member in charge of Education at the county government of Kisumu to appear before it to shade more light on the issue of education bursary for the financial year 2019/2020 which has never been disbursed despite students making applications wanting to benefit from the kitty.

County Assembly of Kisumu Speaker Elisha Jack Oraro directed the Assembly’s Clerk to write a letter summoning the CEC in charge of Education John Awiti to answer questions raised so far by a number of the County Assembly Members.

Speaker Oraro on Wednesday directed the Clerk to also summon the CEC in charge of Finance George Okong’o to appear before the General Oversight Committee on Thursday March 25, 2021 to shade more light on the payment of the bursary if at all there has been payment made.

Speaker said the two departments should appear before the said committee with statement seeking to answer questions raised by a section of MCAs that include why there has been a delay in disbursing the funds to learning institutions.

South West Nyakach Ward Member of the County Assembly Johnston Guya through a statement had sought from the Committee on Education a number of issues that include provision of list of the beneficiaries of education bursary per ward and per institutions for the 2019/2020 financial year.

The MCA had also sought to get a list of beneficiaries of the bursary in the financial year 2020/2021.

Guya says since the schools were closed due to Covid-19 break out last year in March, such lists should have been prepared for the two financial years and made public.

“It is either the department of Education has failed in its duty or the Committee on Education at the County Assembly is unable to perform its duties as required,” he says.

Committee on Education at the County Assembly of Kisumu through its vice Chairperson Juddy Ogaga said the Department of Education should have engaged it on the issue to see a way of ensuring there is a break through on the issue of scholarships and bursary for students from Kisumu County.
