Kisumu East constituency needs a people’s driven strategic plan, says aspiring MP

Kisumu East Constituency in Kisumu County needs a serious people’s driven strategic plan that will be fully implemented to spur development within the area, an Aspiring Member of Parliament has said.

Lawyer James Aggrey Mwamu who is aspiring Member of Parliament for Kisumu East Constituency come next year 2022 on an Orange Democratic Movement{ODM} Party ticket says the five year strategic plan for the constituency will surely guide it towards meaningful development.

Addressing the residents of the constituency today during a radio talk show at Dala FM 98.8 from 8:00am to 9:00am, Mwamu said he has outlined his agenda for the constituency which he plans to implement if elected as the next  Member of Parliament come next year during the General Election.

He says he will seek public participation process from all the residents of the five wards within the said constituency on their view to have the strategic plan outlining the development to be carried out during his tenure if elected as the next Member of Parliament for Kisumu East Constituency.

Mwamu says he will team up with all the opinion leaders, the youth, women, elders, persons with disability to ensure that together they develop the strategic plan for the constituency that has five wards namely Kajulu, Kolwa East, Kolwa Central, Manyatta B and Nyalenda A.

“This will be a fully public participation process as enshrined in article 10 of our constitution of Kenya 2010 that talks about Principles of good governance where public participation is one of the said principles that allows people’s opinion to be sought before carrying out development for them within their areas,” Mwamu says.

Mwamu says one of the issues that needs to be tackled is that of infrastructure in learning institutions especially putting up new schools within the constituency.

He also underscores the need to have technical training institutions and vacation training centers within the constituency which he says lack such facilities.  

Mwamu says he will ensure that the allocation of bursary and scholarship for bright but needy students from the constituency is fully enhanced to benefit many of such, adding that enough funds will be allocated to the kitty.

He plans to start the Youth development Committee which will help in identifying talents among the youth that needs to be nurtured and sponsored to help develop such talents further.

He says on the issue of roads within the constituency there is need to properly collaborate with various government agencies like the Kenya Rural Roads Authority to repair and construct them, adding that those Roads falling under the National Government needs to be done and serious fellow up be made.

Mwamu adds that through Mwalimu James Japheth Mwamu Foundation, he has reached the community within the constituency and beyond by donating hand washing tanks, face masks and sanitizers to over 50 primary and secondary schools during this Covid-19 pandemic period.

“In terms poverty alleviation, we  have donated food items among others to our people within this constituency during the flooding period and the Covid-19 period where we reached out to even those in churches and mosques within the constituency and beyond,” he says.

He says the Foundation has also sponsored about ten students to the various institutions of higher learning and are currently continuing with their studies, adding that it has also donated books for the new Curriculum for education known as Competency Based Curriculum in a number of Primary schools in Kisumu East Constituency.

Mwamu appeals to all the residents of the constituency to elect him as their next Member of Parliament come next year, adding that with the National Government Constituency Development Fund{NGCDF} allocated to the constituencies from the National Government he will help in turning around the constituency with various developments.

“If our people can give me a chance and elect me as their next Member of Parliament, then together we will turn around this constituency by developing it like Europe continent,” he further says.

He seeks to unseat the current Kisumu East Member of Parliament Shakeel Shabir who is serving his third term having been elected for the first time in 2007 General Elections.
