Clinical officers in Ksm County down tools
three days running
Members of
the Kenya Union of Clinical Officers in Kisumu County have downed have downed
their tools for three days running.
The Clinical
Officers working at various Health Facilities downed their tools on Friday June
5 while protesting the alleged failure by the County Government of Kisumu from
signing the Collective Bargaining Agreement {CBA} that was recently signed by
most counties across the country.
Addressing
the press in Kisumu today , the Clinical officers have vowed to continue with
their strike until all their grievances are addressed.
Through their
Kenya Union of Clinical Officers Kisumu Branch Chairman Vincent Owaa and its
Secretary Okumu Odhiambo, the Clinicians said they did a protest letter one
month ago and the County Government of Kisumu did not respond.
The Clinicians
are also claiming they also did a follow up letter and the County did not
respond too, adding that they issued a strike notice that ended on June 4 this
Year.
They say
after the Strike Notice elapsed without any response from the authority, they
withdrew their services from various public health facilities they work within
Kisumu County.
“We have
closed various departments we work in within the various health facilities in
Kisumu County and we will not go back to work until all our demands are met,”
they say.
They say
one of the key issues is the alleged failure by the County Government of Kisumu
to sign the Collective Bargaining Agreement after their National office
bargained for it on their behalf.
“The
National office for our Union bargained for this CBA and was signed centrally
then the Counties were later to sign it within two weeks later. The County
Government of Kisumu did not sign this,” they add.
The other
issue is that of enhanced risks allowance which they say was increased from shs
3,000 to shs 7,000 but has never been implemented, adding that this was
approved and there is a return-to-work agreement telling all the counties
across the country to fully implement this.
The Union
says the other issue is about career progression that was approved in the year
2024, adding that this matter went to court and it was ruled in their favor
that the issue should be implemented as it is.
“This means
that there is no Clinical officer who should be employed in the Job Group H,”
They further say.
They have
taken up an issue with a Director within the Department of Health in the County
Government of Kisumu to allegedly writing unlawful letter instructing them to
call off the strike and go back to work.
