Bill to bring uniformity in Licensing at all Counties in the offing

A BILL that seeks to bring uniformity in licensing at all the 47 counties across the country currently before the National Assembly after being passed by the Senate.

The Bill known as the County Licensing{Uniform Procedures} Bill, 2022 was passed by the Senate on February 21,2024 and is now before the National Assembly which is currently carrying out public participation process across the country before being approved by Parliament.

Addressing the media in Kisumu today after carrying out a public participation process to seek the public’s view on the Bill, the Chair of the Parliamentary Committee on Trade, Industry and Cooperatives Maryanne Keitany said Parliament realized that the Senate passed the Bill without carrying out the process of Public participation process to people at the counties level across the country.

She says they have now embarked on the process of public participation in counties across the country, adding that they have done the one for Kisumu which will be followed by Kakamega then Kilifi where four regions are represented.

Keitany adds that there is another team that will visit other regions while carrying out a similar exercise.

Keitany says among other proposals, the Bill seeks to establish a national legislative framework for standardized licensing procedures across the County Governments.

She further says the Bill will do away with the issue of multiple licensing, adding that it will make the country a place to invest.

She says the issue of licensing across the country will not be punitive but should be friendly and affordable.

Keitany who is also the current Member of Parliament for Aldai constituency says the committee has 30 days to receive the views from the public before coming up with a Bill that will be for use by the public.
