Police told to
conduct Raid on illicit brews in Kisumu with decorum and decency.
THE Kenya Police Service have been told to conduct raids in
regard to illicit brew within Kisumu County with a lot of decorum and decency.
Kisumu County residents have accused the police of
conducting raids in the name of looking for illicit brews within some areas but
they end up interfering with innocent people.
Through Kisumu City Residents Voice{KICIREVO} Chairman Audi
Ogada, the residents want the police to ensure that they work within the law
while carrying out such operations.
Ogada says all the police operations in regard to the
illicit brew in Kisumu City and its environs must have control and a leader who
is answerable to senior officers in charge.
Audi says last Saturday, police conducted raid on illicit
brew within the Kisumu Main Bus Terminus where a member of the Public lost his
life after police fired bullet which killed him after such a raid.
Audi says the use of fire arms by the Police officers should
be guided by the provisions in the National Police Service Act.
“The laws regarding the use of firearms by the police
officers is clearly defined in the National Police Service Act and no one
should contravene this by misusing firearm and cause death of an innocent Human
being,” Audi says.
Audi claims that some of the people at the Kisumu Main Bus
Terminus were not happy with the way the raid was conducted hence prompted them
to resist, adding that this made the police to use firearm wrongly while not
observing the law.
Market/Mlimani Ward Representative Seth Kanga says such
operations should be done in a structured manner.
He says the incident in which a middle aged man lost his
life and two other injured after police conducted the raid at the Kisumu Main
Bus Terminus is unfortunate one.
He says as political leaders, they support the operations on
the illegal brews but it should be done when all the stakeholders are fully
involved.
He says even the County Government which has the sole
mandate to license the liquor business must also be involved whenever such
operations are to be conducted within the entire Kisumu County.
Kanga has appealed to the area residents to calm as police
investigate the matter.
One of the victims who was shot and survived Ryan Otina says
he was not part of those drinking alcohol but was at his shop while attending
to his customers when police conducted the raid and shot him next to his shop.
Otina who is recuperating at a hospital in Kisumu says he
want justice be done following the incident.
“We want all the stakeholders to be involved in this issue
of raid on illicit brew. The Local Administration who are the Chiefs and their
Assistants should be involved in such raids,” Kanga says.
Kisumu County Police Commander Job Boronjo has confirmed
that the Police are investigating the incident.
“The office of the DCIO here is handling the matter as
investigations toward it has kicked off to know what actually transpired on
that day,” Boronjo says.
ENDS:
Whoever commissions such raids should ensure that security is earned. Those engaging in illicit business must also know that they risk others lives.
