665 ECD Teachers in Kisumu get permanent
employment
The County Government of Kisumu has
employed 665 Early Childhood Development Education teachers on permanent and
pensionable terms.
Kisumu
Governor Prof. Anyang Nyong’o says the County Government has handed the
teachers their biggest surprises and gifts of their lifetime ever since they
were employed in 2015.
Addressing the
ECD teachers from Kisumu County during an exercise to award them letters of
appointment today in Kisumu, Nyong’o said as a reward for the good job, they
have done to the children, his Cabinet has decided to put all the 665 ECDE
teachers a cross the Seven Sub Counties, on permanent and pensionable
employment terms.
“We have done
this to motivate and enable them plan well as they realize their career
development. We want you to be role models in villages where you come from. You
will no-longer be worried about renewal of your contracts. Now, you are credit
worthy and can walk into a bank and take a loan for personal developments,”
Nyong’o says.
Nyong’o says
the exercise has been done in strict observance of labour laws and all relevant
legal statutes, adding that is also in line with the resolutions of the Council
of Governors (COG) in the ECDE sector during their meeting on 20th
December, 2021.
Nyong’o says
Kisumu County now joins the list of five other counties in Kenya Busia, Nyandarua
Nakuru Bungoma that have their ECD teachers engaged on permanent and
pensionable terms.
The Kisumu
Governor has reminded the teachers that the engagement is a two-way traffic,
adding that it is coming with certain demands.
“We are aware
and appreciate the enormous task you perform in nurturing the young Kenyans.
However, we expect you to discharge your duties with a lot of professionalism and
decorum never witnessed before. You will be under probation for six months and
during this period your immediate supervisor will assess your suitability to
continue serving, advice for extension of probation or termination of the
contract,” Nyong’o adds.
As role
models in the society the children under your care depend on you for cognitive,
social and spiritual development, Nyong’o has told the teachers to facilitate
this to make Kisumu comparable to none.
“Considering the importance of Early Years
Education, the County Government has undertaken various measures to develop the
sector and to ensure the foundational education is deeply entrenched. These
include; Since good nutrition is
part of learning experience in the early years, we have maintained our support
for school feeding program by supplying rice and oil to all our ECD centres to
complement the efforts of our parents,” Nyong’o further says.
He adds
that such intervention is aimed at improving their learning
performance in schools through increased enrolment (access), retention, completion rate and 100% transition.
He further says the County Government has endeavored
to ensure classrooms and toilets are constructed for the ECD children to learn
in good environment.
“The
classrooms are of standard sizes complete with the teacher’s room. 60% of all schools have ECDE classes build by the County
Government and very soon all the Centers will have classrooms constructed,” he
further says.
The
management of Pre-primary Education in Kenya is placed in the hands of county
government as outlined in the Fourth
schedule of the constitution of Kenya 2010 detailing distribution of functions between the National Government and the County Governments, article 185 (2), 186 (1) and 187.
The Early Childhood Education Act 2021 in its entirety further outlines
the involvement of the County Governments in terms of health and rights to
Early Childhood Education.
Kisumu County has 684 ECD Centres of which 627
are anchored in Primary Schools and 57 are
stand- alone public ECD centres.
The public ECD centres have a total enrolment
of 52,818 children of whom 26,003 are
girls and 26,815 are boys.
