Constituencies funds Managers told to prepare their books of accounts earlier.

ALL the Constituencies Funds Managers in all the 290 constituencies across the country have been urged to prepare their books of accounts earlier enough to help in ease their work of managing the National Government Constituency Development Funds.

The National Assembly's Special Funds Accounts Committee has said this will lead to prudent management of the funds by the Constituencies funds Managers.

Led by the Chairman of the National Assembly's Special Funds Accounts Committee Kathuri Murungi, the Legislators say this will also enable the process of auditing their accounts easy.

The Committee’s Chairman Kathuri Murungi who was accompanied by Justus Kizito (Shinyalu), Jared Okello (Nyando), Shakeel Shabbir (Kisumu East) among other lawmakers say the audit will help constituencies to establish projects to implement jointly to avoid double budgeting.

Speaking when the team paid a courtesy call on Kisumu Governor Prof Peter Anyang Nyong'o, Murungi said they will ensure special funds are used for the benefit of the people.

“We are here to make sure Kenyan get better services out of the money that national government gives to constituencies. Taxpayers must get value for their money,” Murungi says

 The team assures governors of their support in the implementation of county developments projects, adding that both the national and county governments must work jointly for the sake of development.

At the same time, the Committee has called for direct wiring of CDF bursaries to students instead of issuing cheques, citing unnecessary delays.

The Committee says it is high time the bursary award scheme is streamlined for the National Government Constituency Development Fund to allow electronic transfer of cash to beneficiaries.


Kisumu Governor Prof. Peter Anyang’ Nyong’o has commended the committee for the work they are doing saying it is aimed at ensuring that public money is not squandered.

The team has began auditing the use of special national government funds, including the Constituency Development Fund, in Kisumu where they are in the Lakeside City for a two-day audit of use of CDF funds in Kisumu West, Kisumu East, Seme and Kisumu Central constituencies.

Muhoroni, Nyakach and Nyando constituencies will be audited later.

Murungi says that already, the committee has audited CDF accounts in six constituencies in Nairobi.

Murungi adds that some of the funds have audit queries following the auditor general reports which the committee has to scrutinize to establish if the funds were used appropriately.

The committee is mandated to scrutinize more than 54 special funds under national government.

Among them are youth enterprise funds, women enterprise fund, Uwezo fund, agricultural settlement fund trust and political parties’ fund.


It is mandated to audit the Youth Enterprise Fund, Women Enterprise Fund, Uwezo Fund, Political Parties Fund, among other special funds under the national government.
