 Kisumu County Assembly passes report on CIDP II after timeline elapses.

THE Kisumu County Assembly has passed a report and adopts the County Integrated Development Plan {CIDP} after the timeline required by the law to approve such a document elapsed several months ago.

The report dubbed Kisumu County Integrated Development Plan II was tabled before the Assembly by the Budget and Appropriation Committee Chairman Stephen Owiti and was discussed before being adopted by the Assembly.

The Kisumu County Integrated Development Plan II{CIDP} is the county’s Development Blueprint that outlines the programs and projects which the county intends to implement during the five year period starting 2018 to 2022 and it is a social contract between the County Government and the people of Kisumu County.

“The CIDP II aims to build on the achievements and also takes account, lesions learnt from the implementation of CIDP I in order to put the county on  a high, broad based, inclusive and sustainable growth trajectory recovery path,” part of the report said.

Addressing the Assembly during the session, MCAs unanimously adopted the report without amendments.

It emerged that the County Assembly could not adopt the CIDP last year in September due to the then political fiasco emanating from the Last year’s presidential polls held on August 4last year  which was later contested in the Supreme Court and the court ordered for Presidential polls within 60 days.The poll was held on October 26,2017.

However, a section of MCAs yesterday raised concern on the issue of the need complete the stalled projects that was generated by the County Integrated Development Plan 1 of 2013-2017 that was being implemented by the previous regime.

The County Integrated Development Plan which is a five year plan should be approved by the County Assembly and thereafter the Annual Development Plan {ADP} which is a subset of the CIDP should be tabled at the County Assemblies by September 1 every year.

By April 30 every year, the County’s Annual Budget Estimate should tabled at the County Assemblies and by 30 June every year which is the end of a financial year, the County’s Appropriation Bill should be approved by the Assemblies and this allows the County Governments to spend against the budget from July 1 which is the beginning of a new financial year.

The County Assembly of Kisumu has now gatteze today and tomorrow in the Kenya Gazette  for a special sitting so as to discuss and pass the 2018/2019 Financial year Budget which should be implemented by July 1 this year.
