Kisumu MCAs threaten
to impeach Finance CEC over flawed budget making process.
THE Members of the County Assembly of Kisumu have threatened
to impeach a County Executive Committee Member in charge of finance over what they
have termed as incompetency.
The 49 MCAs both elected and nominated have claimed that the
County Executive Committee Member in charge of Finance Nerry Achar has allegedly
shown some level of incompetency in his work plus officers within that
department.
Addressing the press within the County Assembly of Kisumu
yesterday, the MCAs led by their majority leader Ken Onyango have pointed an
accusing finger to the Finance CEC while claiming that the way the budget
making process is done is not procedural.
They claim that the department has provided three documents
namely County’s Integrated Development Plan {CIDP}, Annual Development Plan {ADP}
and the Annual Budget estimates without subjecting them to a public
participation process as required by law.
“According to the Public Finance
Management Act of 2012, the budget making process needs to be subjected to the
public participation. To date this has not happened,” they said in a signed
press statement.
They MCAs further claimed that the
Financial Quarterly Reports have never been submitted to the Assembly as
required by law.
“The CEC in charge of Finance was
summoned by the House to shed light on the delay of the bursary disbursement to
the needy students. Under the Oath he promised to release the said funds expeditiously.
To date three sub-counties namely Seme, Nyakach and Nyando are yet to receive
their bursary allocations and students are at home,” they added.
The MCAs further claimed that the
bursaries have been removed from the next financial year Budget for Kisumu
County while counties like Bungoma and Trans Nzoia have increased allocation to
their Bursary kitty to over shs 300million.
“We therefore find it unpalatable
for Mr. Nerry Achar to exhibit the traits of a high school head teacher who
Lords over everybody and in the process fail either through errors of omission
or commission to follow the law to the latter in the discharge of their
duties,” they further said.
The MCAs have resolved that they
now have no confidence in the County Executive Committee Member in charge of
Finance and have threatened not transact at the Assembly any business emanating
from the Finance department of the Executive wing of the County Government of
Kisumu.
Kisumu County Executive Committee Member in Charge of Finance Nerry Achar when contacted for comments on the matter said via his mobile phone that he can not comment about it until he gets official communication from the County Assembly of Kisumu in regard to the allegations.
