Kisumu Judicial
Officer relocates court sessions due non-conducive work environment.
A Judicial officer working at the Municipal Court within
Kisumu City has relocated the court sessions due to non-conducive working
environment.
The Officer, a senior resident Magistrate within the
Municipal Court now the Kisumu County Court relocated to court 4 of the Kisumu
Old Law Court building after allegedly complaining of non-conducive working
environment.
The officer reportedly left the work station due to an alleged
filth emanating from waste products from bats which have infested the place
with impunity.
In a notice dated January 25, 2018 from John Owino, the
Executive Office in charge of Kisumu Law Courts indicates that the officer had
been relocated to Chief Magistrate’s Court Chamber 4 within the old court in
Kisumu only a few meters from the Municipal Court.
When asked why the Judicial Officer had been relocated,
Kisumu Municipal Court Prosecutor Peter Oluoch confirmed that indeed the
officer had been relocated to the old Court building.
He says the officer had a last sitting there in July last
year when the Court sat last before being relocate to the old court building.
He says the building housing the municipal court needs
proper renovations, adding that in its current state cannot provide good
working atmosphere.
Oluoch says the renovation of the building should cost about
300,000 that includes replacing the old iron sheets and repainting it among
other repairs that are long overdue.
“It is true that the
Senior Resident Magistrate working at the Municipal Court had been relocated
and the building needs proper renovations after which the officer will come
back to conduct duties from the chambers here,” Oluoch says.
Oluoch says also needs to be repaired is the sewerage
systems within the compound which are not properly functioning.
He adds that due to the court not working properly as
expected, it has led to low revenue collection from the court.
He adds that some of the enforcement officers take advantage
of the court not operating as expected to handle some cases outside the court.
He further says the court was established in the year 2010
and has been operational until last year.
The Building was previously used as offices for environment
under the defunct Kisumu Municipality.
The Court deals with cases within the City such as public
health issues, Physical planning cases and some petty offenses.
