Candidates for County Assembly of Kisumu Speaker’s seat present Nomination papers.

Candidates who are seeking to be elected as the next Speaker of the County Assembly of Kisumu have today presented their nomination papers to the office of the Clerk ahead of election of the Speaker slated this Friday.

The first to present his nomination papers is lawyer Ken Amondi of Amondi and Company Advocates who did so today at the office of the Clerk of the County Assembly of Kisumu at 3:00 pm where he addressed the press thereafter.

The other contestant who also said to have presented his nomination papers is North Kisumu ward representative Elisha Jack Oraro who has been acting as the Speaker of the County Assembly of Kisumu and the law requires him to resign in writing as an elected MCA before contesting for the position of the Speaker of the county assembly of Kisumu.

Article 194 {1} {d}  says “The office of the Member of the County Assembly Speaker becomes vacant if the Member resigns in writing addressed to the Speaker of the Assembly.

Article 178 {1} says: “Each County Assembly shall have a speaker elected by the Assembly from among persons who are not members of the county Assembly.

However, reports indicates that the acting Speaker has not resigned in writing as required by law.
An officer from the Kisumu West Constituency IEBC offices who is not authorized to talk to the press has confirmed that indeed the North Kisumu Ward has not tendered his resignation so as to contest the Speaker’s seat for the County Assembly of Kisumu.

At the County Assembly of Kisumu, Acting Clerk Owen Ojuok was not available to confirm whether the Acting Speaker tendered his resignation letter as an MCA when he presented his nomination papers today.

Addressing the press after presenting his nomination papers, Lawyer Ken Amondi said he has what it takes to be the next Speaker of the County Assembly of Kisumu.

He says he will try and unite the Assembly should he be elected as the next Speaker of the County Assembly of Kisumu.

“I am in a position to unify the County Assembly of Kisumu should I be elected as the next Speaker,” he says.

He says due to his professional competency, he will be able to steer the Assembly into the right direction.

“I honestly believe that I am the right person who will engineer the County Assembly of Kisumu in such a fashion that will ensure that we deliver as the County Government,” Amondi adds.


Last Week on Thursday January 16, Clerk to the County Assembly of Kisumu advertised a vacancy in the office of the Speaker of the County Assembly of Kisumu.

The advert read in part “Notice is given that the office of Speaker of the County Assembly of Kisumu has fallen vacant; consequently, Pursuant to Article 178 {1} of the constitution of the Republic of Kenya, Section 21 of the Election Act 2011 and Standing Order number 4 of the County Assembly of Kisumu Standing orders, a special Sitting of the county assembly of Kisumu for the purpose of electing the Speaker has been convened on January 24, 2020 at 9:30 am in the Assembly Chamber , Assembly Building,” 

The advert further require persons who are eligible for the selection as the Speaker of the County Assembly in terms of Section 21{1} of the Election Act and Standing Order number 4 and who are contesting for this position are advised to collect nomination papers from the office of the Clerk and return the completed application forms, Nomination papers as well as other relevant documents by next Tuesday January 21.

So far two Lawyers have declared their interests to vie for the position of the Speaker County Assembly of Kisumu. They Kenneth Amondi and Jared Sala.

North Ward Kisumu Ward MCA Elisha Jack Oraro who has acted as the Speaker of the County Assembly has not resigned as required by law as an elected ward representative so as to vie for the position.
