declare their support to Oraro as Speaker’s election nears
A SECTION of Member of the County Assembly of Kisumu have
thrown their weight behind their Colleague from North Kisumu ward in his bid seeking
to be elected as the substantive Speaker this Friday.
The about 30 Members of the County Assembly who gathered in
Kisumu today to declare their support for the North Kisumu Ward Representative
Elisha Jack Oraro vowed to confirm him as the substantive Speaker of the County Assembly of Kisumu in an election
slated on Friday this week.
They say during the last three months Oraro has acted as the
Speaker following the ouster of former Speaker Onyango Oloo who was impeached,
he has shown true leadership and has helped in bringing sanity at the Assembly.
Addressing the press today in Kisumu, the MCAs led by their
leader of Majority party in the County Assembly of Kisumu Kenneth Onyango, the
MCAs said Oraro has what it takes to lead the Assembly as its Substantive
Speaker since he has been tried, tested and proven.
They say since Oraro took over as the acting Speaker, there
has been a focused leadership at the Assembly.
“It is for this reason that we the 42 MCAs have decided
after a wider consultation with different stakeholders to be solidly behind Mr
Elisha Jack Oraro to be elected our next substantive speaker of the County
Assembly of Kisumu,” they say.
County Assembly of Kisumu has a total of 49 MCAs of which 35
are elected while 14 are nominated.
During the today’s press conference 30 MCAs attended the
event where they have declared their support for Oraro.
The MCAs have described the Friday’s this week election will
just be a formality to confirm Oraro.
They have claimed that Oraro has resigned as a Member of the
County Assembly so as to vie for the Speaker’s sit, adding that he has complied
with the requirement of the law including Article 178 of the constitution.
Kondele Ward MCA Joachim Oketch who is the Chair Liaison and
now the Acting Speaker says he is now firmly in charge until the election will
be done this Friday when he will hand over the mantle to Oraro once elected the
Speaker.
Last Week on Thursday January 16, Clerk to the County
Assembly of Kisumu advertised a vacancy in the office of the Speaker of the
County Assembly of Kisumu.
The advert read in part “Notice is given that the office of
Speaker of the County Assembly of Kisumu has fallen vacant; consequently,
Pursuant to Article 178 {1} of the constitution of the Republic of Kenya,
Section 21 of the Election Act 2011 and Standing Order number 4 of the County
Assembly of Kisumu Standing orders, a special Sitting of the county assembly of
Kisumu for the purpose of electing the Speaker has been convened on January 24,
2020 at 9:30 am in the Assembly Chamber , Assembly Building,”
The advert further require persons who are eligible for the
selection as the Speaker of the County Assembly in terms of Section 21{1} of
the Election Act and Standing Order number 4 and who are contesting for this
position are advised to collect nomination papers from the office of the Clerk
and return the completed application forms, Nomination papers as well as other
relevant documents by next Tuesday January 21.
So far two Lawyers have declared their interests to vie for
the position of the Speaker County Assembly of Kisumu. They Kenneth Amondi and
Jared Sala.
Lawyer Ken Amondi yesterday presented his nomination papers
and said he is a neutral person who can unite the Assembly once elected as its
next Speaker.
North Kisumu Ward MCA Elisha Jack Oraro is said to have
resigned as an elected ward representative so as to vie for the position and
also presented his nomination papers yesterday.
Oraro was elected as acting speaker in September last year
after the Members of the County Assembly impeached then Speaker Onyango Oloo
who later moved to court but the court in December last year upheld his
impeachment.
