Select Committee report on implementation status of Ksm County Cess Act,2025 adopted
The County
Assembly of Kisumu has today adopted a report on the Implementation status of
the Kisumu County Cess Act of 2025.
The Report was
read and debated upon before the County Assembly of Kisumu then adopted by
Members of the County Assembly of Kisumu who were present during today’s
afternoon session.
Tom
Nyaoke, a member of the Select Committee
on the Implementation status of the Kisumu County Cess Act, 2025 read the report and was seconded
by Kabonyo Kanyagwal ward Member of the County Assembly Benny Oiko Pete.
The Kisumu
County Cess Act, 2025 intended to streamline Cess collection within the
Agriculture, Livestock, fisheries and related value chains as well as
harmonizing Cess rates across sub-counties within Kisumu County.
It was also
meant to seal revenue leakages and enhance the Kisumu County own source revenue.
However,
one year since its enactment, the Act has remained either partially or wholly
unimplemented and raised concern over the continued reliance on outdated cess
schedules, inconsistent charging mechanisms affecting farmers, transporters and
traders.
There have
also been weak enforcement structures at designated collection points and the
attendant loss of potential revenue critical to agricultural support programs
and the County’s broader development priorities.
The implementation
report being adopted, the County Assembly Deputy Speaker who chaired the
Session has directed that it be forwarded to the Executive wing of the County
Government of Kisumu for its speedy implementation.
The Select Committee
has observed that although preliminary sensitization and cess collection measures
have commenced, full operationalization remains incomplete due to limited
stakeholder engagement and inadequate digital integration.
“The
absence of real-time linkage between IRMS and weighbridge systems increases the
risk of revenue leakage, under-declaration and delayed remittance,” Part of the
report says.
The
Committee has recommended that the County Executive Committee Member in charge
of Finance and Economic Planning and ICT and Agriculture in collaboration with
the ICT directorate, fully integrate cess collection into IRMS and link it with
weighbridge and other relevant systems while completing stakeholder
sensitization across all affected value chains, to strengthen, monitoring,
compliance, accountability and revenue collection under the Kisumu County Cess
Act 2025.
