Gun Drama at Kisumu
County Assembly as MCAs scamper for their safety.
KISUMU County Assembly has today been treated to a gun drama
after a sergeant at arm removed his firearm and fired nearly at an MCA who
escaped death by a whisker.
Drama started when the Kisumu County Assembly temporary
Speaker Eric Agola reportedly adjourned the today’s Assembly’s sitting
prematurely in what majority of the MCAs claim is without following due
procedures as stipulated in the Standing Orders.
He read communication from the chair which was talking about
the adjournment of the Assembly to Thursday October 25 this year.
After the Speaker’s premature adjournment of the today’s
sittings, a sections of the MCAs became furious and asked why such a decision
has been made without following the due process of law.
MCAs who witnessed the happening at the Assembly precincts alleges
that the Speaker ordered for police officers to come to the County Assembly so
as to help in quelling chaos which was not there.
After the adjournment, one of the Sergeant at arms
reportedly removed his gun and started ordering MCAs to move out of the
Assembly’s precinct and fired a bullet from his pistol which almost hit Kondele
Ward MCA Joachim Oketch Omieno popularly known as Swagga and missed it just by
a whisker.
The Sergeant at arms reportedly on sensing danger escaped
through one of the windows of the offices within the Assembly and disappeared
to unknown destination.
Some of the MCAs went hot on heels but did not catch up with
him after he escaped, they threw some stones to him as he was escaping.
Kondele Ward MCA Joachim Oketch Omieno while addressing the
press at the precincts of the County Assembly said already he has recorded a
statement with the police in regard to the incident which he adds is an attempt
to kill him.
He says he has recorded a statement with the Police at the Kisumu
Central Police Station and wants the police to investigate the matter and
arrest the sergeant at arm.
Kisumu County Assembly Majority Leader Ken Onyango has said
that what has happened is very unfortunate, adding that there is no motion
moved for the adjournment of the Assembly’s sitting.
The Majority Leader is blaming the Assembly Speaker Onyango
Oloo for alleged failure to conduct the house business in accordance to the
laid standing Orders, accusing him of mismanaging the Assembly’s affairs.
He says the Members of the County Assembly’s Safety is very
vital and must be guaranteed while within the Assembly.
He says the Assembly has a lot of businesses to discuss
which are pending before the Assembly hence no need for the Speaker to have
adjourned it prematurely.
“We have been very sober while at the Assembly here and
wanting to ensure that things run smoothly within the Assembly but the Speaker
seems to be sabotaging us by adjourning the assembly prematurely without
following the due process of law and the Assembly Standing orders,” Onyango
said.
Nominated MCA Carren Muga and Market/ Mlimani Ward
Representative Seth Ochieng Kanga have both supported their colleague’s
sentiments on the Speaker not following the law while adjourning the Assembly.
