County Government of Kisumu is closer to form village administration, Says official

THE County Government of Kisumu is gearing towards the formation of the Village Unit administration, an official has said.

Director of Administration at the County Government of Kisumu Haggai Kadiri says already the process of carryout public participation among various residents of the 35 wards within the county has kicked off.

Addressing the press today at Railways ward in Kisumu Central Constituency during a public participation process on the Kisumu County Administration {Village Units} Act, 2019 which seeks to establish the village administration and the village councils, Kadiri said the county Government has so far visited 10 wards within the country to seek the public views on the issue.

He says the current exercise which is known as delineation of villages within the entire county is meant for the whole 35 wards that are within the county.

Kadiri says the remaining 25 wards will be visited and the views of the electorates will be sought before the delineation report on villages will be table before the county Assembly of Kisumu.

“We all know that sections 50, 51 and 52 of the county Government Act talks about the Sub-County, the ward and the Village hence this is why we are required to devolve power and resources up to the grass root level,” Kadiri said.

He adds that there was a Taskforce that Kisumu Governor Prof. Anyang Nyong’o formed on the issue of the formation of the Village units, adding that it is now time to establish the real village units as per the law.

The Director of Administration says the Kisumu County Administration {Village Units} 2019 is the one that will help in the establishment of village administration..

He further says that after the delineation process and its approval by the County Assembly of Kisumu, the appointment of Village Administrators will be done competitively under the Kisumu County Public Service Board.

“After the appointment of the Village Administrators, the law is very clear that village councils must be put in place comprising between three to five people from that particular village unit,” Kadiri further says.

He says the Village Councils are the people who will be discussing the affairs, what affects the common people at the grass root level hence bring them up to the county Government for quick action.

Railway Ward Member of the County Assembly Pastor David Arao says the Village Unit system will be the best for those people at the grass root level.

He said at the Village Unit, the public will be free to discuss their proposed development projects which will after that be reflected in the Budget during the public participation process at the grass root level.

“When we have village administration and village councils in place, our people will now be able to come up with development project proposals that they would like the county government to carry out for them within their village unit,” Arao said.

During the public participation Process today for Railway ward residents, they unanimously agreed that they have two village units namely Upper and Lower Railways village units.

Railway ward is said to be the largest within Kisumu Central Constituency with three sub-locations
