 Kisumu Assembly goes to 1 month recess without passing budget estimates.

THE County Assembly of Kisumu has today adjourn for a one month long recess but has still not yet passed the financial year 2019/2020 budget.

The County Assembly will now be on recess as from this August 2, 2019 to September 2 this year when it will resume its sittings.

Moving the motion of adjournment, Kisumu County Assembly Leader of Majority Kenneth Onyango said the recess will make the members of the county assembly to fully connect with their electorates after having serious business at the Assembly for several months since their last recess.

He said this will be an opportunity for the Committees within the Assembly to deliberate on various issues before them since they will have adequate time during the recess, adding that after which they will be able to present their reports before the Assembly after it resumes.

Members of the County Assembly who supported the motion overwhelmingly passed it upon debating about it.

Rashid Miruka of North Nyakach Ward while contributing to the motion urged fellow members to go and prepare well and come up with proper motions to be debated before the House when it resumes from recess.

Maureen Atiang of Chemelil Ward who also supported the motion urged the PIC and PAC members not to travel to far places since they have weighty matters to be discussed during the recess.

Majority of MCAs supported the motion and Kaloleni/Shauri Moyo ward Representative Prisca Misachi called the mover of the motion to reply before it was passed.

When replying to motion as its mover, Majority leader Kenneth Onyango thanked the MCAs for supporting the motion.

He asked the Members of the Budget committee where he is a member that they should speed up the process of preparing the report on the 2019/2020 Budget Estimates for debate and adoption during the recess.

Addressing the press outside the county Assembly after the motion on adjournment for the recess, Majority Leader Kenneth Onyango said the Assembly will gazet a special sitting in the course of next week so as to debate and pass the Budget estimates.

He said the Budget Committee has been working overtime so as finish some few areas on the budget estimates, adding that a substantial progress has been made.

He assures the residents of Kisumu that the budget estimates will be passed, adding that the committee will tomorrow have a meeting with the finance department from the executive wing of the county Government.

“World over, the budget is normally a negotiated document and we must take cognizant of the fact that this process should not derail the development agenda of the county. I want to assure our people that we are in full control and the budget will be passed,” he said.

He said it is important to come up with a budget with expectation of the people of Kisumu County.
He said the current impasse though regrettable has not been out of malice but has been out of just a realization that the County must come together.

The County Assembly of Kisumu has not passed the budget estimates for the year 2019/2020 due to impasse between the County Assembly and the executive wing of the county Government.

The Assembly had demanded a raft of issues it wanted the executive wing addressed before passing the budget estimates.

Their demand included wanting to know the list of all the pending bills as well as demanding the closing balances among other two issues.
