I will streamline budgeting and planning processes, says Kisumu's new Finance CEC 

THE newly appointed Kisumu County Executive Committee Member in charge of Finance and Economic Planning has vowed to streamline budgeting and planning process at the County Government of Kisumu.

George Omondi Okong’o who has today been sworn-in to be the new County Executive Committee, member in charge of finance and Economic planning says he will do so for the processes to be elaborate, termly and inclusive.

Addressing the gathering after being sworn-in to take over from the immediate predecessor Nerry Achar, Okong’o said there is need to review  the County Integrated Development Plan two{CIDP II} as the county midway through the term.

He says while doing this he will be able to work closely with the county Assembly of Kisumu, the civil societies and any other major stakeholders.

“We intend to streamline budgeting and planning processes from the CIDP II to CBROP, the CFSP, Budget estimates, cash flow requirements, finance Bill among others,” he says.

On the issue of the wage bill, the new CEC finance says he will address it since it is not an issue of budgeting in terms of miscalculations or estimates but is a policy matter that needs to be addressed by the county in the same manner the national Government is now dealing with the national wage bill by calling stakeholders for a proper national conversation which will lead to key choices and new policies.

On revenue, Okong’o says the current revenue system has been reviewed and the county is very much ready to improve on revenue collections, adding that there is great need to invest in revenue collections.

“The key issue is assessment of streams so as to determine the highest potential which is structured revenue rather than the unstructured streams.

The new Finance CEC has also outlined prudent expenditure and cash flow management as a key issue at the top of his agenda as he takes the office.

He has also promised the timely implementation of the county Government projects, adding that the county Government will work with contractors with the capacity to deliver.

Kisumu Governor Prof Peter Anyang Nyong’o who witnessed the swearing-in of the new Finance CEC urged for team work and collective responsibility so as to help in deliver his election pledges to the residents of Kisumu County.

George Omondi Okong’o becomes the second person to serve as the County Executive Committee member in charge of Finance and Economic planning in Kisumu County Governor Prof.Anyang Nyong’o’s government.

The County Assembly of Kisumu recently vetted him and a report about his suitability to serve as the new CEC in charge of finance was tabled, debated and approved the Assembly last week.

The first one was Nerry Achar who served for more than two years and was transferred to Energy and Industrialization docket in October this year.
