Kisumu Assembly summons three officers from executive over disaster management

THE County Assembly of Kisumu has summoned three senior officers from the Executive wing of the County Government on the issue of Disaster Preparedness and Management as raging floods continue to cause havoc to most residents within the county.

The Assembly’s Acting Speaker Elisha Jack Oraro has ruled that the trio appear before the Assembly’s Committee on Oversight this Thursday December 5 so as to shade more light on the role of the Disaster Preparedness and management within the County.

The three senior officers who have been summoned include the County Secretary Geoffrey Kigochi, County Executive Committee Member in charge of Finance and Economic Planning George Okong’o and Director of Special Program.

The Speaker said the Director of Special Program has been summoned on Special interest, adding that three will appear before the Committee on that day at 10:00 am.

“On Thursday December 5, 2019, the General oversight committee has invited the three officers namely County Secretary, CEC Finance and Economic Planning and the Director of Special programs. On the same note I am asking members of this Assembly to go and do a research and understand what the Public Finance Management Act on what it says about Disaster Management, Act on disaster management  and the 2019/2020 Budget on what it says about the Disaster Management,” Speaker said.

The Speaker’s rulings has been as a result of the statement that the Members of  the County Assembly who debated on the current ranging flood that has caused havoc following heavy rains witnessed in the country with Kisumu County included.

South West Ward Member of the County Assembly Eric Agola issued the statement about the raging floods that has caused untold suffering to a number of residents within various wards in the country.
While contributing to the Statement, various Members of the County Assembly questioned on who is really in charge of the over shs 100 million set aside in this Year’s financial budget for the Disaster Management.

Market/Mlimani ward MCA Seth Ochieng Kanga said there is a lot of confusion on the management of the Disaster Management fund hence sought clarity.

Kanga says there need to give clarity on who is directly in charge of the funds allocated to disaster management.

Kanga has challenged the County Government of Kisumu to tell the residents on what mitigation measures it has put in place to address the disaster.

Kanga has urged the Kisumu County First Lady Dorothy Nyong’o to give material help to the flood victims in various wards in Kisumu County just as she did to the flood Victims in West Pokot County recently.

“I want to challenge the Kisumu County first lady who heads the charitable part in the office of the Governor to go to the ground and witness the suffering the residents are facing as a result of the raging floods,” Kanga said

Ombeyi Ward representative Vitalis Otura has accused the county Government of Kisumu of doing very little as far as the issue of disaster management is concerned.

Otura wants to know what disaster preparedness put in place earlier was before the flood caused havoc as a result of the heavy rains.

Kabonyo Kanyagwal ward Representative Oiko Pete has said almost half of his ward has been affected by the flood which has made a number of homesteads submerged, adding that the county Government should move.

Eric Agola of South West Kisumu Ward said a number of residents within the ward are too affected by the flood hence a quick action should be taken by the department of the Disaster Management.

Nominated MCA Carren Mugah said the County Government of Kisumu has taken some excavators to some wards so as to help with the issue of re-opening drainage systems that will now make the water to flow easily.
