No new registration of voters in Kisumu North ward ahead of by-Election, says IEBC official

AN Independent Electoral and Boundaries Commission Official in Kisumu county has clarified that there will be no registration of new voters in Kisumu North Ward following the impending by-election.

Kisumu County Elections Manager from IEBC Patrick Odame says at the same time there will be no transfer of voters as well to Kisumu North Ward so as to participate in the impending By-Election.

Addressing the media at his office in Kisumu today, Odame said the impending By-election has been occasioned by the resignation of the immediate former MCA representing the area Elisha Jack Oraro who has since been elected the Speaker of the county Assembly of Kisumu.

He says his office has received a notice of vacancy in the said ward, adding that by law there will no new registration of voters as well as the transfer of voter to the ward.

“By law, the area now remains ring-fenced so that we don’t have new registration of voters as well as transfer of voters,” Odame says.

He says upon receiving the notice of vacancy, the Commission will now give timelines of events that will take place in regard to the mini-poll.

The official says the Commission will gazette the polling stations within the said ward, adding that Returning Officer and the Deputy will also be gazetted.

He says after this, political parties will carry out nomination exercise for their candidates who will be vying for the seats.

Odame urges aspirants eying the seat not to engage in early campaigns because the official campaign period has not been officially announced by the IEBC, adding that politicians can only popularize their political parties that want to participate in the by-election.

He further says the voter register that will be used for the said by-election will be the one that was used during the 2017 General Elections.

The Kisumu North Ward seat fell vacant when the area MCA Elisha Jack Oraro  was last month elected the Speaker at the County Assembly of Kisumu.

He had been an Acting Speaker from September last year when the then Speaker Onyango Oloo was impeached and the Employment and Labour upheld his impeachment.

Onyango Oloo has since moved to the Court of Appeal to challenge the decision of the court that upheld his impeachment as the Speaker of the County Assembly of Kisumu.

Already, a number of aspirants have shown interest for the seat and one of them is Thomas Kotieno who contested the seat in the 2017 General Election.
