EACC investigates alleged embezzlement of sh 400M in Siaya during Transition

THE ETHICS and Anti-Corruption Commission has embarked on investigating an alleged embezzlement of about shs 400 Million from the public coffers of the County Government of Siaya.

It is alleged that the estimated shs 400 million was withdrawn within 12 days during the transitional period that occurred last Month when the outgoing County Government of immediate former Governor Cornel Rasanga Amoth was handing over to the new administration now being headed by Governor James Orengo.

Ethics and Anti-Corruption Commission Head of Corporate Affairs and Communications Eric Ngumbi said the Commission has written to the County Government of Siaya through its County Secretary to conduct investigations on the alleged corrupt conduct, abuse of office and irregular payment made between June 1, 2022 and September 30, 2022 by some County Government officials.

Gumbi says the Commission has requested the County Government of Siaya to avail about 10 documents that will assist it to carry out expeditious investigations into the matter.

He has indeed confirmed during a press conference in Kisumu today that the Commission has formally written to the County Government of Siaya over the matter.

He says in one incident, a senior officer at the County Government of Siaya has got over shs 800,000 being deposited into his account which is believed to part of the shs 400million being investigated.

He at the same time said that the Commission is also investigating an alleged misappropriation of about shs 72 Million by the previous County Government of Siaya for an alleged purchase of an Intensive Care Unit Machine for the Siaya Referral hospital.

Ngumbi says the Commission is investigating about ten Counties across the country on the issue of alleged misappropriation of public funds, adding that Siaya, Isiolo, Homa Bay and Kisii Counties are among the ten on their investigations list.

In a copy of a letter dated September 29 written by the EACC Western Kenya Regional Manager G. Magare Oira seen by this writer, the EACC has requested the County Government of Siaya to avail the original documents needed towards investigation on the matter.

“Ethics and Anti-Corruption Commission{EACC} pursuant to its constitutional and statutory mandate is conducting investigation on alleged corrupt conduct, abuse of office and the irregular payments made between 1 June, 2022 and September 30,2022 by County Government of Siaya Officials per the attached annexes,” part of the letter reads

Some of the document and information the Anti-Graft body needs from the County Government of Siaya in regard towards the investigation into the matter include approved budget, approvals for the payments and work plans, Payments Vouchers/Imprest warrants.

Others include copy of cheques drawn to issue the imprest/Payment vouchers or account to account transfer slips, payment schedules and receipts used to surrender and cash book excerpt.

Other details needed also include County Government Bank Account details where the funds were drawn, Bank account details where the funds were deposited, the personal files of the aforementioned officers and the moratorium issued by the current Governor James Orengo.

The Commission has also requested the County Government of Siaya any other relevant information or document to assist in the investigations.
