Ksm County Assembly Speaker retains seat in a tight race

The Speaker of the County Assembly of Kisumu has today retained the seat and will serve in the Third County Assembly.

Elisha Jack Oraro who served as the Speaker of the Second County Assembly of Kisumu retains the seat after garnering a simple majority vote in an exercise that has made the Members of the County Assembly of Kisumu vote almost half-half.

In a hotly contested poll presided over by the Clerk to the County Assembly of Kisumu Lawyer Owen Ojuok, four contestants were cleared to run for the seat and one withdrew in favor of Jack Oraro who was serving as the speaker before his term expired and sought fresh mandate.

During the first round of voting process, Oraro managed to get 24 votes out of the 47 casted votes against his closest challenger Samuel Ong’ow former Majority Leader at the County Assembly of Kisumu during the 2013-2017 period that was the First County Assembly of Kisumu who garnered 23 votes.

Clerk to the County Assembly cited a standing order that says whenever a candidate does not garner two thirds of the votes cast for the Speaker’s seat then it is subjected to round two where a simple majority votes is used to determine the winner for the seat.

During the second round of voting, Oraro managed to get 25 votes while Ong’ow scooped 22 votes making the Clerk to the County Assembly to declare Oraro as Speaker Elect.

Immediately after his election, ululation rented the air within the Assembly as Member of the County Assembly of Kisumu broke into songs and dance while praising Oraro following his win for the second term as the Speaker.

Oraro was ushered into the chambers and the Clerk introduced him to Members after which he took oath of the office as the Speaker of the Third Assembly of Kisumu.

During his inauguration speech, Oraro promised to work will all the elected and nominated Members of the County Assembly of Kisumu.

He says he will work without fear or favor, adding that the unity of the County Assembly of Kisumu is very key.

After his swearing-in, Speaker Oraro presided over the election of the Deputy Speaker which was done in round one voting after the Clerk to the Assembly relinquish the seat of the Speaker he was occupying temporarily during the swearing-in of MCAs and the Election of the Speaker.

Manyatta B Ward Member of the County Assembly Nereah Okombo was declared the winner after garnering 24 votes against her closest challenger for the seat Vincent Obuya who managed 23 votes.

Nyalenda B Ward MCA James Oyugi Were has promised to support the leadership at the County Assembly under Speaker Oraro.

Earlier, there was a standoff among the MCAs after the Clerk of the County Assembly wanted to give communication in regard to some nominated MCAs who were yet to be sworn-in but this received uproar from a section of the MCAs who were opposed to getting communication from the Chair.

It was resolved and the swearing –in of the remaining nominated members of the county assembly proceeded without hitch thereby paving ways for the Election of the Speaker.

Today has been the first sitting of the Third County Assembly of Kisumu where MCAs were sworn-in and election of the Speaker and his deputy carried out.

Speaker Oraro while adjourning the sitting said Members of the County Assembly will undergo induction within a period of two weeks after which the Sittings of the Third Assembly will resume.
