THE Orange Democratic Movement {ODM} Party nominee for
Kisumu Gubernatorial seat Prof. Peter Anyang Nyong’o and his Deputy Dr. Mathew
Owili has launched a robust manifesto for Kisumu County in a ceremony that has
been pomp and colorful.
In a ceremony that has been attended by over 5,000 people,
Prof. Nyong’o has asked the Kisumu County electorates to vote them in during
the August 8 polls so as to start implementing the manifesto.
The duo has unveiled a ten-pillar manifesto which they will
implement should they be elected into office during the August 8 polls to serve
as the Governor and Deputy Governor.
Speaking during the official launch of the document in
Kisumu on Friday, Prof. Nyong’o said the manifesto has a theme of “The Mission
is Possible.”
“When we initiated the Economic Recovery for Wealth and
Employment Creation {ERS} for Kenya in 2002, I observed that Kenya was a nation
of great potential but a disappointing underachiever. This is what I can say of
Kisumu County today which is a county of great potential but a disappointing
underachiever,” Prof. Nyong’o says.
He says he wants to strengthen devolution by ensuring that
his Government establishes the Village Councils which he adds is long overdue.
“Devolution will have its foundation right from the villages
where we will create the five-member Village Council and a village
administrator and this is long overdue,” he adds.
On health and Education, Prof. Nyong’o says these are
critical to human resource development, adding that the county needs a healthy and
a skilled workforce where the development of this skilled work force starts
with effective investment in the youth and women.
Nyong’o and his team also plans to revitalize agriculture
for food security and agribusiness.
“In agriculture just like health and human resource
development, policy-making requires innovation and imagination which goes
beyond merely throwing money at socio-economic problems,” he says.
He adds that his Government plans to also support specific agricultural
sub-sectors in various parts of the county such as sugar, rice and
horticultural, with a clear goal to support produce delivery to market or
processing plants and in this regard light rails are viable alternative to road
network in the sugar belt.
He says the removal of water hyacinth as well as opening of
the lakefront for business and maritime trade and create conducive environment
for Lake Tourism will also be a major job his team will do.
“The potential on fisheries development will not be realized
if we do not invest in understanding the techniques of fishing and educating
our people about them. The universities and research institutions within the
county need to be mobilized and supported to conduct research that is relevant
to user needs, within inclusive agricultural innovation systems,” Nyong’o adds.
Nyong’o says his team plans to build modern physical
infrastructure as well as promoting skills development and innovation.
The other area include provision of decent housing in
inclusive towns, semi-urban centers and villages as well as promoting sports,
culture and arts among others.
