THE Issue of the two third gender rule is for all and not
women’s only affairs, Kisumu County Member of Parliament has said.
The Kisumu County Women Rep Rosa Buyu says the issue should
not be seen as women’s only affair hence should be all inclusive when dealing
with it where all the stakeholders are fully involved.
Buyu has said that all stakeholders should get into the
issue two thirds gender rule as the matter is being discussed across the
country.
Speaking before presenting a Memorandum of Understanding to National Assembly's Justice and legal affairs Committee at Tom Mboya Labour College in Kisumu today, Buyu said by 2016 August the two third Gender rule should have been effected.

The Committee is led by Kisumu West Member of Parliament
John Olago Aluoch.
She says the timeline has now already elapsed without this rule being implemented by Parliament.
Buyu says the current Parliament stands as an illegal constitution after its failure to effect the two third gender rule.

"The constitution had a timeline which actually elapsed in 2016 August hence the current Parliament should stand dissolved because it did not implement the constitutional timeline on the issue of two thirds Gender rule,"Buyu says.
She argues that Supreme Court should give a way forward to dissolve the current Parliament for its failure to implement the two third gender rule.
She adds that if Kenya believes that the constitution is the supreme law of this land then it should not hold back on implementing the issue of two thirds Gender rule which is clearly stated in Article 27 of the constitution.
"Both men and women who really believe in the constitution should come together and look at this as effecting the constitution, “she adds.
Buyu further says that there is fear by the men that women are taking over hence the delay in effecting the two third gender rule.
