Service Commission develops draft policies for Police.
THE National Police Service Commission has developed draft
policies for the National Police Service in the country.
The Commission’s Chairman Johnston Kavuludi said it has come
up with six draft policies for the National Police Service.
Addressing the press after presiding over a countrywide
stakeholders’ engagement meeting on the National Police Service draft policies in
Kisumu, Kavuludi said the six draft policies will shortly be presented to
stakeholders for validation and inputting.
The Chair of the National Police service Commission says the
draft policies include the National Police Service Training Policy, NPS Housing
Policy and National Police Service Counseling and Chaplaincy Policy.
He says other policies include the National Police Service
Welfare Policy, Policy on dealing with conflict of interest and Guideline for
engagement in trade and business.
“The journey towards
the development of these policies has been a long and exciting one and I must
commend the staff from both the commission and the service for spending extra
hours and efforts that has led to the production of the drafts that we are just
about to interrogate,” Kavuludi says.
He says the purpose of the stakeholders’ engagement is to
fulfill Article 10 of the Constitution of Kenya 2010 that provides that the
National Values and Principles of Governance shall bind all the state organs,
public officers whenever any of them makes or implements public policy
decision.
“Among these National Values and Principles of Governance is
the Public Participation of the people. In the fulfillment of public
participation, the views of the stakeholders to be affected or have
responsibilities in the proposed policies need to be sought and considered for
incorporation into the documents before conclusion and adoption for
implementation,” Kavuludi adds.
Kavuludi adds that the commission is determined to finalize,
publicize and launch these documents by next month so that they can become
operational for the benefit of the police officers within the National Police
Service.
