We will support County Assembly of Kisumu to do its work, Nyong’o says.

KISUMU County Governor Prof. Anyang Nyong’o has pledged his Government’s full support of the second County Assembly of Kisumu to do its work effectively.

Nyong’o says the executive wing of the County  Government headed by him as the Governor and Dr. Mathews Owili as his deputy will not only lay demands on the Assembly without reflecting on how it may be supported and strengthened to do its work.

Addressing the Assembly during its official opening for its first session on Tuesday, Governor Nyong’o has thanked the 48 MCAs both elected and nominated for having made the first step towards strengthening the Assembly by electing a competent and focused Speaker.

Onyango Oloo was elected the Second Speaker of the Second County Assembly of Kisumu where he defeated former Speaker Ann Adul who garnered only 5 votes.Oloo’s closest challenger for the seat was Advocate Ken Amondi who garnered 11 Votes against Onyango’s 32 votes.

“ A competent Speaker is a crucial pillar in ensuring that Members enhance their expertise and remain aware of their mandates, roles and responsibilities to society at large as well as their obligations to promoting democracy, governance and development at the county level,” he says.

Nyong’o proposes a raft of thoughts on how the capacity of the County Assembly of Kisumu, it members as well as its officials may be developed.

He says establishing an adequate and effective infrastructure and equipment in the Assembly is very vital, adding that a new Assembly building modeled to international and National standards is very important and urgent.

He says promotion of a culture of transparency, accountability and integrity in the assembly will need the Speaker’s cooperation and support.

“Promotion of the best practices in the management of the affairs of the Assembly in consonance with the best practices will need your urgent attention,” he adds.

He says encouraging civic education so that electorates can better understand the county assembly, its purpose and functions will no doubt inform it mode of engagement in the public participation.

“This Assembly needs better library facilities as well as research and information technology services. Human Resource capacities, including capacity for drafting legislation will have to be enhanced. In addition, we need to pay close attention to gender issues and support systems for persons with disabilities, among members and the clients we serve,” he further says.
