Kisumu MCAs pass resolution wanting House and Transport allowance.

MEMBERS of the County Assembly of Kisumu have today passed a motion with a resolution that they want the County Assembly Service Board to review the issue of Transport facilitation and introduce for them house allowance.

During the debate on a motion that the Leader of Majority Kenneth Onyango tabled before the House, the MCAs have passed the resolution that wants the County Assembly Service Board to relook into the issue of their transport facilitation of shs 3,000 which they claim is very little with their statuses as Members of the County Assembly of Kisumu.

They claim that the amount which they are facilitated with as a bus fare does not befit their statuses as people’s representatives, adding that the county Assembly Service Board should consider increasing it to a reasonable amount.

The MCA also want the County Assembly Service Board to introduce the issue of House Allowance for each and every member of the County Assembly arguing that they are also state officers who are equally entitled to house allowance.

Majority of those who supported the Motion are of the view that the MCAs just like MPs in the National Assembly needs house allowances which should be factored in their pay.

Muhoroni Ward Member of County Assembly Julius Genga who is among the MCAs who have supported the motion argued that the MCAs indeed need house allowance because they are recognized by law as state officers.

He said if implemented, the House allowance will benefit every Member who is currently serving in the Second County Assembly of Kisumu.

“As Members of the County Assembly of Kisumu, we do oversight on Billions of shillings allocated to development within the county and we can only do this if County Assembly Service Board look keenly on our issue of welfare,” Genga said.

He challenged the County Assembly Service Board to ensure that their welfare as MCAs are well catered for.

 West Nyakach Ward MCA George Ogutu said he fully support of the motion because it will greatly take care of the MCAs welfare and is not part of the Executive wing of the County Government's  Budget

“The County Assembly Service Board should look into this and allocate the money meant for transport facilitation as well as introducing the issue of house allowance to each and every member here,” Ogutu said.



Central Nyakach Ward Representative Philemon Ojuok supported the motion saying MCAs deserve house allowance.

He said that by doing so the county Assembly Members will be people who will be able to afford life during their tenure as MCAs.

He said the MCAs are giving the County Assembly Service Board freedom to even build them houses or allocate them house allowance for renting their residential houses within Kisumu City.


Those who opposed the motion were of the view that this is not the right time to discuss such issues within the Assembly.

 East Seme Ward Seth Okumu said there are a number of meaningful things that can be discussed currently at the County Assembly of Kisumu.

Market/ Mlimani ward representative Seth Ochieng Kanga who also opposed the motion said the interests of the electorates should be put first by the Members of County Assembly of Kisumu before anything else.

“We must put the interests of the people who elected us to these positions first before ours,” Kanga said.
