Kondele Ward MCA moves a motion wanting to bar civil servants from taking up census jobs.

KONDELE Ward Member of County Assembly of Kisumu Joachim Oketch Omieno today moved a motion at the County Assembly wanting those civil servants who have applied for the census jobs recently advertised by the Kenya National Bureau of Statistics to give a chance for the jobless youth to take them up. 

Omieno who is popularly known as Swagga while tabling the motion before the house said public servants have taken leave so as to take up these jobs because they are currently employed and earn salaries.

Presenting the motion today, Swaga said these jobs should be given to the youths, adding that there are a number of ward administrators who are doing intense lobbying so as to be employed by the Kenya Bureau of statistics as ICT Supervisors and content supervisors.

“A number of youth are unemployed and they are the ones who deserve to get these employment. As a young university student, I paid part of my fee with the money I was paid when I was employed to do a census job in the year 2009,” he sai.

Hon Oiko Pete of Kabonyo Kanyagwal supported the motion saying that the youth are the ones who deserve such employment and not civil servants.

He said the County Commissioner and the Governor of Kisumu should ensure that only the unemployed youth benefit from these jobs which are temporary.

Kisumu North Ward Representative Jack Oraro said there is need to assist the youth to get such jobs especially those who are totally jobless currently.

South West Nyakach Ward Representative George Ogutu said the County Assembly should only petition the National Government to intervene.

“My advice is that let County Assembly of Kisumu to write a memorandum to the Senate so as to take up this matter,” Ogutu said.

Ombeyi Ward Representative Vitalis Otura there is need to look at the unemployed lot on this issue of the national Population Census jobs.

“The bigger percentage who are unemployed should be given priority in the forthcoming census jobs in August this year,” Otura said.

He said those who have applied for these jobs should retreat and give chances to those who are unemployed.

Kolwa East MCA Stephen Owiti opposed the motion saying it lacks legal backing, adding that it is as if the County Assembly is interfering with the National Government operations.
He urged the mover of the motion to re-track it, adding that the National Census is a national Government function.

Manyatta B Ward Representative Pamela Odhiambo supported the bill but wondered how it will be implemented.

Central Nyakach ward MCA Philemon Ojuok said indeed the youth needs to be really considered for such jobs and supported the motion.

East Seme Ward MCAs said he is not supporting the motion, adding that it is meant to hoodwink the youth.

He said the House Business Committee has failed and do not know what issues should be discussed about the youth Agenda.

He urged the house to reject the motion, adding that MCAs should bring motions that address the issues that really affects the youth.

However, the motion was rejected after the Member of the Speaker’s Panel Innviolata Adhiambo who chaired the session put up a question and those who were against the motion carried the day.
