County Assembly of Kisumu goes on recess as it boasts of passing budget on time

THE County Assembly of Kisumu has gone on a one month recess barely a few days after passing the Appropriation Bill which will allow the County Government of Kisumu to spend public funds in this financial year 2020/21 budget.

The one month recess begun yesterday July 7, 2020 and will end on August 10 this year when the County Assembly will resume its sittings.

Moving the motion of adjournment to allow the County Assembly to go on recess, the Majority Leader Kenneth Onyango said it is now time for the Members of the County Assembly of Kisumu to go back to their respective wards and connect with the people they represent.

Onyango says at least this year’s Appropriation Bill has been passed on time as it was debated and passed on June 30 this year as required by the law governing the Budget making process, adding that unlike last year such was passed nearly three months later after the deadline of June 30 which is stipulated by the law.

The Majority leader has hailed the leadership of the County Assembly of Kisumu under the current Speaker Elisha Jack Oraro who took the mantle after the successful impeachment of the former Speaker George Onyango Oloo in September last year whose impeachment was later upheld by the court.
Onyango says during this time a number of Bills have been passed at the County Assembly of Kisumu and this is one of the greatest achievements.

“We have made tremendous progress in terms of legislation as a number of Bills have been passed at the County Assembly of Kisumu and we are very great full for this,” Onyango says.

Speaker of the County Assembly of Kisumu Elisha Jack Oraro has urged the Members of the County Assembly to use the time during recess to fully connect with their electorates and sensitize them on the Covid-19 pandemic.

Oraro says the public needs to be properly sensitized about the pandemic hence MCAs are in a better position to do so while on this one month recess.

The Speaker says he is very happy with the strides the County Assembly has made in terms of legislation and development wise.

“Currently we are doing renovations at the Assembly and this is giving it a new face which we never had before and this is a good gesture,” Oraro says.

He says when the Assembly resumes after the recess, its tray will be full as it has a beehive of activities to transact within the House.
