residents resolve to vote a female aspirant as their MCA
The residents of Kisumu North Ward in Kisumu County have
resolved to vote for an aspiring female Member of the County Assembly to
represent them after the August 9 polls.
The residents have in unison resolved to vote Caroline Owen
popularly known as Mama Power as
their next Member of the County Assembly to represent, Legislate and do the
oversight role on their behalf.
Addressing the media while having a meet-the people tour at
Dago Kokore area within the ward, the residents say that Owen has what it takes
to be their next Member of the County Assembly of Kisumu.
They say owing to her past development records as a councilor
and one of the pioneer Members of the County Assembly of Kisumu, Owen will
steer the various development projects within the area should she be elected as
the MCA.
Monica Anyango Oyoo, a resident of the area says during her
tenure as their pioneer Member of the County Assembly from 2013 to 2017, Owen
managed to initiate a number of development projects within the wards that were
implemented by the then County Government of Kisumu.
She says one of the major project Owen initiated include
Dago Kokore Level three Hospital, Geta Level two hospital, Gee Water project,
Kiboswa Market Floodlight among others.
Anyango says their former Member of County Assembly of Kisumu
also embarked to empowering both boys and girls through education from form one
to form four thereafter assisted others who qualified for university education
to further their studies.
“Owen has been a great mobilizer and she has really help
even in empowering widows and widowers within this ward by initiating some
small income generating activities for the. These are some of the reasons why
we want to elect her as our Member of the county assembly of Kisumu because she
has done a lot and can still do a lot for the people,” she says.
Millicent Nyaoke says Owen’s legacy still lives on as a
number of the projects she helped initiated and development are still there.
She says Owen helped in the proper construction of the road
networks within the area as well as ensuring that some Early Childhood
Development Centers Classrooms were built during her tenure.
Athman Hamisi says they have resolved to vote her back due
to her past development track records, adding that she will continue to steer
more development within the ward through the County Government of Kisumu.
Nicanor Odongo Bodo says the former MCA managed to initiate
an access road at Akingli area within the ward, adding they will rally behind
her to get elected as their next MCA.
On her part, Owen says he manifesto is anchored on
maintaining open door policy and public participation approach to ward socio-
and Political development.
She says she will introduce policies that supports social
and economic development, adding that she will re-introduce he private member
Bill known as the Kisumu Devolved Units Bill 2017 and the Village Development
Bill which will ensure that the Spirit of Devolution as enshrined in Chapter
Eleven of the Constitution of Kenya 2010 is fully realized at the village level
and the communities are fully empowered.
Owen intends to fully liaise with the County Government of
Kisumu to ensure that there is proper road maintenance and upgrade is done to
the bitumen standards for major roads.
Caroline Owen served as an Elected councilor at the now
defunct Kisumu Municipal Council between 2007 and 2012 and when devolution was
ushered in after March 2013 General Election, she was elected as the Member of
the County Assembly of Kisumu to represent the Kisumu North Ward where she
served up to 2017.
Elisha Jack Oraro, the current Speaker of the County
Assembly of Kisumu was elected during the 2017 polls on ODM Party Ticket as the
area MCA but took over the reign as the Speaker after the MCAs impeached the
then Speaker Onyango Oloo who moved to court and his impeachment was upheld in
2019.
This occasioned a By-election in Kisumu North ward in 2020 and
the current area Member of County Assembly of Kisumu Samuel Adede was elected
on ODM Party ticket.
Kisumu North ward is one of the 35 wards within Kisumu
County. It is found in Kisumu West Sub-county.
