Kisumu County Assembly passes shs 9.2 Billion Budget estimates.

THE Kisumu County Assembly has passed an annual Budget Estimates of shs 9.2 billion for this 2018/2019 financial Year.

This is way below the last Financial Year Budget of 2017/2018 which was shs 9.6 billion.

Presenting the report on the Budget Estimates on June 30 at the Assembly, Kisumu County Assembly Committee chair for Budget and Appropriation Stephen Owiti said this is the sixth budget Estimates passed by the Assembly since the inception of devolution after March 4,2013 General election.

Personnel emoluments will take the huge chunk of the funds in the Budget Estimate at 3,877,754,274 which represent 42 percent followed by the development projects which will take over 2 billion representing 31 percent of the total budget estimates.

Shs 2,472,392,164 will cater for operations and maintenance and this represent 27 percent of the total budget estimates.

Per department, the Ministry of Health has been allocated the lion’s share and will get 3, 98,632,794 where shs 2, 172, 187, 70 will go to personnel emoluments and shs 253,578,610 will go to development in the ministry while shs 672,867,113 will be spent on operation and maintenance. 
 
Roads and Public works has been allocated shs 674,067,794 where shs 61,468,970 will be for personnel emolument while shs 491,868,057 will be for development and shs 120,735,766 will be for operations and maintenance.

Governance and Public Service has been allocated shs 649,508,965 where shs 200,188,240 will be for personnel emoluments with shs 199,759,126 will take care of development and shs 242,561,599 will be for operations and maintenance. 

The County’s Ministry of Finance has been given shs 609,910,496 where shs 72,758,974 will be for personnel emolument and shs 173,601,318 will be for development while shs 263,550, 264 will be for operations and maintenance.

Management of Kisumu City has been allocated shs 944,877,686 and Kisumu County Public Service Board has been given 81,264,275.

While passing the budget estimates, most Members of the County Assembly of Kisumu have described it as a progressive and one that is fairly balanced and promised to ensure that it is implemented effectively.

“This budget estimates has tried to confine itself with our fiscal Policy,” one of the MCAs said during the debate on the report of the Budget Estimates 2018/2019.

However, the issue of excess labour force has emerged and some MCAs have said that it should be looked at so as to help reduce the huge wage bill which has placed the issue of personnel emolument to be placed at 42 percent of the total budget estimates of this financial year.
