THE National Cohesion and Integration Commission {NCIC} has
commenced investigation to ascertain whether the remarks made recently by
National Super Alliance {NASA} flag bearer Raila Odinga in Kajiado is bordering
on hate speech.
NCIC Commissioner Prof. Gitile Naituli says the commission has
instituted investigation into the recent remarks Mr.Odinga made in Kajiado to find
out whether it has element of hate speech in it.
Speaking in Kisumu during a meeting with the youth on
matters of cohesion on Wednesday, the NCIC Commissioner said the Commission had a cohesion
monitor during the meeting in Kajiado where the Nasa Presidential Candidate
made the remarks.
He says the Commission is waiting for a report from its
investigators which will be ready before the end of this week and will find out
whether Odinga’s sentiments amounts to hate speech or not.
“I want to confirm to you that investigations into this
issue is ongoing and we will get a report this week which will help us know
whether there was a crime committed or not,” he says.
He says after the report is out following investigations,
then the findings will be forwarded to the Director of Public Prosecutions{DPP}
for prosecutions should the commission find that a crime bordering on hate
speech was committed.
The NCIC Commissioner Prof. Gitile Naituli who was accompanied
by his fellow Commissioner Adan Abdi Mohammed during the press briefing said he could not give much details to the press before investigation is concluded on the matter and a report done.
The National Cohesion and Integration Commission’s
confirmation that it is investigating the allegations comes barely a few days
after a section of Jubilee Leaders have called on the Commission to probe Nasa
Presidential candidate Raila Odinga over an alleged incitement of Maasai
Community against other communities living in Kajiado.
This call by a section of Jubilee Leaders have drawn sharp
reactions from a section of ODM Party Parliamentary candidates across the
country dismissing the calls arguing that the Nasa Presidential candidate only
offered a piece of advice to the Maasai community by urging them not to sell
their land and instead preserve it for their children and grand Children.
Led by Nyando ODM Party Parliamentary candidate Jared Okello
and his Kisumu East Constituency counterpart Nicholas Oricho, the ODM Party
Parliamentary and MCAs candidates on Tuesday this week said NCIC is a
constitutional and independent body that must operate devoid of any
interference or influence whatsoever.
